Sealed bids for OMB/DFM Contract No. MJ3801000001 – Howard R. Young Correctional Institution - New Kitchen Addition (Phase 1 – REBID – CONCRETE, ELECTRICAL & CONVEYING SYSTEMS), will be received by the State of Delaware, Office of Management and Budget, Division of Facilities Management, at the Thomas Collins Building, 540 S. DuPont Highway, Suite 1 (Third Floor), Dover, DE 19901 until 2:00 p.m. local time on Thursday, March 22, 2012, at which time they will be publicly opened and read aloud in the Conference Room. Bidder bears the risk of late delivery. Any bids received after the stated time will be returned unopened.

 

The Scope of Work to be REBID involves structural concrete slabs and foundations, conveying systems, electrical and security systems upgrades and additions only. As outlined in the scope of work of the project manual.

 

Only the Contractor Category listed below who have been PREQUALIFIED on both an Annual and Supplemental basis may provide bids. Certain other conditions as they relate to Maximum Contract Dollar Value may apply. Please see the full text of the Prequalification regulations on our website at http://dfm.delaware.gov/.

 

Contractors must submit applications for annual and supplemental prequalification, for this project, by Monday, March 5, 2012. Only those listed contractors prequalified for both an Annual and Supplemental basis will be allowed to submit bids. Those currently prequalified on an Annual basis need only submit their Supplemental Application. Contractors previously approved under the PreQualification process are not required to reapply.

Elevators / Conveying Systems

A MANDATORY Pre-Bid Meeting will be held on Thursday, February 23, 2012, at 1:30 p.m. at the office of Nason Construction, Inc., 2000 Foulk Road, Suite F, Wilmington, DE 19810, for the purpose of establishing the listing of contractor categories and subcontractors and to answer questions. Representatives of each party to any Joint Venture must attend this meeting. ATTENDANCE OF THIS MEETING IS A PRE-REQUISITE FOR BIDDING ON THIS CONTRACT.

 

Site visits will be scheduled separate from the Pre-Bid Meeting. A security (background) clearance is required of all approved attendees intending to visit the site on the pre-selected date(s). Security Clearance forms will be handed out at the Pre-Bid Meeting.

 

Sealed bids shall be addressed to the State of Delaware, Division of Facilities Management, 540 S. DuPont Highway, Suite 1, Dover, DE 19901. Attn: Ms. Beverly Bartlett. The outer envelope should clearly indicate: “OMB/DFM CONTRACT NO. MJ3801000001 - HOWARD R. YOUNG CORRECTIONAL INSTITUTION - NEW KITCHEN ADDITION (Phase 1 – REBID – CONCRETE, ELECTRICAL & CONVEYING SYSTEMS) - SEALED BID - DO NOT OPEN.”

 

Contract documents may be obtained at the office of the Construction Manager, Nason Construction, Inc., 2000 Foulk Road, Suite F, Wilmington, DE 19810, phone (302) 529-2800, upon receipt of $250.00 per set/non-refundable. CDs can be purchased by making prior arrangements and payment of $50.00 per CD. Checks are to be made payable to “Nason Construction, Inc.”. Documents are currently available.

 

Construction documents will be made available for review at the following locations: Nason Construction, Inc. and Delaware Contractor’s Association.

 

Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and will not be subject to discrimination on the basis of race, color, national origin or sex in consideration of this award. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount and all additive alternates. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The Owner reserves the right to reject any or all bids and to waive any informalities therein. The Owner may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days notice by certified delivery, facsimile machine or other electronic means to those bidders receiving plans.
